When looking at deals, look at all the costs including property taxes (mentioned by Sue), sewer and garbage. 

It is fairly common in apartments to have head, garbage and water paid.

And don't just sweep them up and put them in the garbage - get rid of them. 

But, from a tenant's point of view, it's not reasonable to expect them to have to work as a team with their neighbors.For instance, where I live now as a tenant, I'd never want to have to deal with working anything out with my neighbors on garbage or anything else.  

I would also include something about the exterior- we have local ordinances about porch/yard furniture having to be outdoor furniture (to keep people from the classic couch on the porch), when and where to place garbage bins and recycling, and keeping the yard cleaned up (no garden or solo cups and beer bottles etc).  

If you live close enough to your property or have a friend or relative nearby, a drive by can be helpful in alerting you of any issues; for example, unauthorized cars in the driveway, debris, garbage or indoor furnishings outside the unit, etc.I think rental owners who don't require their managers to do regular inspections or who fail to regularly check up on their properties are the ones who are more liable to property damage because they probably don't screen their tenants well either.
