Why not disconnect electricity to the whole house including the guesthouse, shut off water and whatever you can and go on a month-long vacation? 

Because they said fighting an HOA in Chicago, particularly given that my case isn't open and shut, is futile. 

Don't hire the cheapest contractor, don't by the cheapest water shut off valve, don't hire the cheapest PM. 

So against my advice he had the utilities shut off on September 1st and all the tenants started complaining they didn’t have power and finally started “trying” to move out.
