The carpet would need replaced, some wall paneling replaced with sheetrock, and one of the bathrooms needs redone...it is actually already stripped down and was in the process of being fixed by the owner.

Does each unit have its own breaker panel at least?

She is having her electrician give her a quote on upgrading the panel and a roofer inspect the roof to see if it has 5 years remaining. 

Look at the quality and condition of all major systems: HVAC, hot water heaters, kitchen appliances, visible plumbing pipes, electrical panels, roof (type and condition), foundation, etc.

If you have an electrician doing a new panel and rough-in, my contract will note he gets paid when it is inspected he gets X dollars.
