Assuming you are not in Chicago and bound by 90 day notice, the eviction moratorium should not apply since they are paying rent.

I understand emotional attachment, but keep in mind that loosing your mother will be difficult enough.

Somewhere without earthquakes,  tornadoes, hurricanes, tons of rain or smothering humidity, floods, ice/snow, high property taxes, any state income tax or loose soil slab foundations but reasonable landlord/tenant laws.    

The boundaries are marked with loose rocks and a curb that the title company says "appears" to be a boundary but cannot guarantee without a lot line.A survey is needed.

If you want to spend time getting multiple bids and negotiating with contractors, cut the PM loose and do it yourself.
