You will either need to stress in the house rules/lease that the tenants are responsible for cleaning the common areas in addition to their own rooms (and police it) or bake the cost of a weekly cleaning service into your rents.  

Sometimes it helps to have the original contractor roll off before the finishing touches are complete and find someone else to dial down the job with fresh eyes.
