There might be tax incentives to buying an investment property in a certain area but there aren't really solutions for downpayments.

It sounds like you may already know all the restrictions to buying with cash so if so, then just skip to the 3rd section which is the solution phase.  

B) to find resources like recommended/reliable CPA's, lawyers, handymen/electrician/plumbers (note: I have these but being small, would like to cross-shop for a more long term partner) and finally and most importantly find a reliable wholesaler with integrity.So I guess my questions are two fold:Does networking actually help you find good deals?

There are many valuable solutions: Just google it or look for the answers here on BP. 

Then yes it is probably a reasonable solution.
