Had you notified the case worker of a tenant's lease violation that you had a court rule on in your favor, the housing authority would have told the tenant they could not have their voucher reissued to move without your permission. 

With this ruling there's possibility for buyer to contact seller agent  and deal directly.

I was hoping folks has suggestions because I kept running into dead ends because the physical bank location of the online bank platforms need to be in the state to follow the rules for MA. 

Keep in mind that right now because of the weather in OH, it might not be easy to get contractors to come out specially if you are planing to do anything to the outside of the property.
