The 100k house had pipes burst and had water damage throughout the house.

For example thier is a $150 storm water assessment per parcel $22 masqueto control ect.  

I did however convert 102 unit apartment into separate condos ( complete rehab, even new roads, water lines the works .

Landlord pays ~$100 per month water only.Not sure how to proceed.

Water/Sewer $820*Notes* Seller has area for washer/dryer for all units to access and pays for electricity/water for that included.

Since not only is it on the water but it's close to a bug city with all the culture offerings we don't have .Oh well plan b !

There are tenants currently residing and renting the property for $1200/mo, including all utilites save water/sewer, but this rent could certainly be increased some, which it hasn't in the several years he's been renting it out.

The ac line broke under the house and I had a stopped up ac coil, this caused water damage and then bad floors.

It is now ready and is now my new apartment here in Saint-Gilles, Brussels.I am actually doing something similaras you  and buy property to renovate and rent out so adding value with renovation, permits to divide and build more and rent.Haven't done a pure flip yet as this isn't really interesting in Belgium unfortunately :-( Too high taxes and fees etc etc. 

I would like some thoughts around successful transition plans some of you have tried to increase rent, move some tenants out and transition utilities back to all tenants (water is currently paid by the owner).
