I understand the overall red tape challenges (starting to dig at the local and state levels to better understand the nuisance of the codes), my question really is modeling the cost model and projecting returns so I can develop investment material to find funding.  

It's unfortunate, but there's few builders and developers on BP as a whole, or at least there's few that participate much in the forums. this is highly regional.but you have a few things going on at once some you can do yourself some you need to hire consultants.1. first and foremost zoning and density allowed on the site.. most places you just dont pick what you want your lot sizes to be there is zoning codes that will determine lot size . 

I argued it was clearly grandfathered under municipal codes and that we shouldn't have to build one. 

He told my contractor the beams are wet and rotting and should be replaced which my contractor disagreed and he told to him to stick with the health code.

I don't know in what area or zip code to buy and what are the costs associated with multifamily.
