It extends down into a attic vent and then goes off to the side a bit, down to a kitchen window, around the window and then on down to the ground.

The ceiling by a wall nearest to a window and outside is now leaking as well.

Now, it's overgrown with woods, there are 3 houses and 1 of which looks like a 1700sqft duplex with plywood on the windows; there are 2 houses that are rented under value and total $1100/mo. $185k?! 

I was certified with the city, took classes on drug use and prevention and was more than authorized to make the decision as to whom was causing the infraction.So this owner was asking from a professional stand point what he should consider doing, and this is up to him but I would not let it slide with out notice.

Sorry, I had this in the wrong discussion category.I am a spec home builder, and we don't use window coverings in the houses we sell.

A lot of the housing stock, in and around Baltimore, is fairly old (1940's and 50's) and typically requires a minimum amount of rehab that often include: rewiring, replumb, roof, windows, kitchens, baths, cosmetics, and oftentimes a full gut to the studs.

However, there is definitely perceived value in a property with new appliances & new windows.
