It extends down into a attic vent and then goes off to the side a bit, down to a kitchen window, around the window and then on down to the ground.

I was certified with the city, took classes on drug use and prevention and was more than authorized to make the decision as to whom was causing the infraction.So this owner was asking from a professional stand point what he should consider doing, and this is up to him but I would not let it slide with out notice.
