Some do not and you can find out by asking the agent or in some MLS it lists the type of exclusivity that the agent has.Sometimes we have written into the sales contract, as a buyer, that we MUST be there when the contract is presented to the seller.

I would suggest you find a buyers agent to submit your offer through and then once again there should be period of time in which that offer must be presented to the sell and you should receive and decision fairly quick.

Which leads to me to my next question, which is somewhat related to what @Andrew Syrios said about rent/cost ratios...if I intend on being a buy and hold type investor, what benefit would investing in the city present over the less-expensive outlying parts?

When tenants can't get along I call a meeting at the property with both present and tell them to work it out.Last option is to send the least desirable tenant the required notice and then the new tenant gets no driveway.
