If I lived somewhere, and they increased my rent by $25, BUT, they had a landscaper there every weekend keeping things nice, and they kept all of the common areas clean with updated equipment, etc, then I would be able to see and appreciate the benefits of my increased rent.

Question: if the units or homes owned are not handicap equipped does the law then force landlords to absorb the cost of remolding that would be highly specific to disabled persons?

It is a big investment, but you will have improved the property greatly, and enhanced it's value.And, ask him to do a cooling and heating load calculation to determine what size equipment you need.

If the electrical system is in proper working condition, and the outage is not caused due to faulty equipment, seems to me the landlord can't be found liable for uninhabitable conditions.The law doesn't say a landlord must be sure that PG&E always supplies power to the rental.
