I would consider the following (which you may have already done):House rules say no gatherings (penalty of $X per person if violated)House rules say quiet hours are 10:00 PM - 8:00 AMIf profile has no reviews / not verified, require they confirm the # of people who will be at the property & agesUse a noise monitoring system like Minut or Noiseaware (disclose in listing)Use exterior cameras to monitor driveway (disclose in listing)But at the end of the day, there are still bad guests who will get through and sometimes you just have to file a claim, kick them out, apologize to neighbors, and get the place ready for the next group.

The county made me get an engineer to re-design the building's framing because someone put a heavy tile roof on the house.

However, what they don't mention is that month-to-month is subject to rent increases (I confirmed with the leasing office after receiving the letter).

If you can't find this spelled out, like Caroline said, your H06 would definitely do the footwork to confirm so they don't have to pay the claim. 

Design is even taking months.  

Also, would I architect be able to design all this or should I reach out to a engineer?

What are the costs I need to take into account - Demolition, Architectural design, New construction?  

Can somebody refer me to a design-build modular company or consultant in the Phoenix/tucson area?
