I called the city permit department just to check what was required for finishing the place out and the lady said that I must have a general contractor for the electrical/plumbing/hvac.Now I understand the need for this, not questioning it or complaining. 

A dear friend of mine is in need of a rent house for the next 6-12 months (which could possibly turn into a longer-term rental), and we are looking for a creative solution to handle the rent payments, at least for the short-term. 

I would talk to the city zoning department to see if there's any chance they'd do that, and what the cost, steps and timing to make that application would be.

They're essentially restructuring the police department.

The US Commerce department reduced the tariff from 20% to 9% as of December 1st, 2020.

@Patrick Mccarthy If you're going to go this route, definitely check with your local zoning department to see what you can and cannot do with these lots regarding placing trailers on them.
