In Maryland you couod not do this, I believe CT just passed a regulation banning this too.

Certain necessities such as toilet paper and meat are apparently in low supply right now and many people are fearful of low supply getting worse. 

Look into local governmental policies, for instance, laws that may regulate/cap rent, property tax increases, different zoning laws that may hurt or help your strategy in the long run.
