Hi all,I have a first floor resident who has his TV automatically turn on at 4am to wake him up. 

The apartment is in good condition, with wooden floors and a standard kitchen.

When you look at a place, what sources do you use to plan colors, material types, layouts (if a floor plan needs redesigning)?

There's a relatively untested way to absorb some but I emphasize it's untested which a long way from either approved or disallowed.The theory is that if the improvements are less than 10% of the value of the property you are buying and the improvements are things that would normally be associated with a structure (roof, A/C, flooring etc not furniture or a car in the garage). 

This home features brand new Flooring, carpet, brand new kitchen, all wood cabinets with soft close drawers and hinges, quartz countertops, new stainless steel appliances, new fully finished bathrooms, new interior and exterior paint, new central HVAC, new dual pane windows, new roof, new water heater and all new lighting throughout.

I plan to put about 5-6k into new floors paint and countertops in kitchen and then rent it out.

That may be high as well without seeing a floor plan.I did not see it was a reno- you are looking at higher prices for that.
