A few days prior, I had had the water dept turn the water on but had had it shut off at the meter in the house until I could have my Plummer check out the house. 

Sometimes the updates work and sometimes your furnace is shut down in January. 

With that being said, I'm looking for any advice on the best ways to build that list, especially with most meet-ups being shut down due to the pandemic?

That usually shuts them up.Most REO's around here have a 30-90 day special stip in the deed so you can only double close buying from individuals.

Two of our properties are in C-D areas and we have quality tenants whose poor credit has shut them out of nicer areas.
