Sounds scammy, but you're more likely to get a real opinion on whether something's legit if you tell people what geographic location and what meetup group you're looking at.

@Sam Shinn things to consider before buying from the state: 1. ensure it’s not on the blight list (based on your description) because the city could well be on their way to DEMO it.
