Some carriers, with a claim of total loss, will have their own contractor that they negotiate costs to rebuild with, and even then, if you opted to use your own contractor, the cost to rebuild will be relative to the labor and materials.

If the bad/consumer debt is higher than about 2-3% interest, I would recommend paying that down first as inflation rates are generally at about 2%.

That depends on several factors like how common Section 8 is, their caseload, COVID, the economy, etc.I stopped accepting Section 8 because the paperwork is ridiculously time-consuming for me as a Landlord with little benefit and the process takes two months.
