Agreed that it's a good idea to leave it to legal representation to sort out.Their attorney replied this morning saying that a certificate of occupancy was issued by the Town so the presumption was that the Building Inspector had inspected and found all construction to be compliant which would include insulation.

@Dean Muriby - some cities require a "rental inspection" or "certificate of occupancy" (CO as Courtney put it). 

If you qualify and have your VA certificate for eligibility definitely use it.

Now i'd find one area to start and take baby steps in real estate while you get your certification.  

Landlords billing separately for water must file a certificate with the local board of health or inspectional services department that certifies they have done all of the above. 

After certification, you can send all documents to closing attorney.

They require an ESA inspection and general certificate, but as long they're happy with it's condition and the plugs are gfi protected, it's fine.
