You can ask the note seller about any costs associated with the note you are buying. 

@Hai Loc, the lien likely won't show up as directly associated with the property.

There are no penalties and no paperwork associated with liquidating and using that money.

I, probably, would try to skiptrace and find any relatives and/or anyone associated with the person whose name is on a title.

If you are seeking the highest % of passive losses, look for mobile home park investments as they will have a greater degree of land improvements than other asset types.
