I wouldn't feel comfortable with houses any closer to the river then what I have (one near Czech Village and one a block from Harrison) without a proper flood wall.Its funny when I was in my 20s I felt like I was missing the bus not already having bought all sorts of real estate like the authors of the RE books I was reading.

Not sure what MA does, but check with the Assessor to see if taxes are accruing, if they are, it's still privately owned, if not the state or taxing authority may have it.

Take two different 3/2 houses in different areas, different styles, different ages, different finishes, different contractors, different SOW, etc, and the rehab estimate could differ by several hundred percent.There are several spreadsheets in the BP Fileplace that might help, and BP has a book on creating SOWs and estimating rehab costs that comes with worksheets (full disclosure, I'm the author).

You simply need an authorization to release mortgage information, often any bank will give you a form needed to obtain information or this can be done with a letter.
