You would use envelope X for group 1 and envelope Y for group 2, but you wouldn't test envelopes X and Y during the same campaign on group 1, since your branding could get lost.

I would advise that you have them e-sign a document stating that they agree to stay in the property with the rent increasing from X to Y on the specific date.Regarding on the amount of the increase, that will depend on a ton of factors like what is the market rent there, is the current rent well below or above the market, is the tenant good, what is the condition of the property, etc. 

Reason i say i made $25k is because i cam home tonight ready to splirge on an education and when i got home to my wife with our 1 mth old baby she wasnt having it.
