Cars are a depreciating asset and there is a possession issue to address.

I spent a good amount to redo the unit and put it on market and I found a new tenant who looked good on paper with no evictions, clear background (except for 1 record from 2004 due to possession of 30 grams marijuana which is now legalized).

This shouldn't matter much since you plan on refinancing the property anyways once you have possession. 

Who do know that possess the knowledge needed?

We never got possession of the unit.

This is only one example, but the owner of land with favorable entitlements possesses a lot of flexibility including but not limited to contributing land as part of a JV or selling the land at a premium.

I'm a b2b commercial electrical contractor in nor cal, can't speak to easement issue.But I've worked with our notorious utility for over 30 yrs, youd be amazed at how little documentation & organization they possess.

They are not mutually exclusive and if you are going to pursue collections you generally do that after an eviction or some sort of judgement is in place.Instead, at least to me, I would look at these two issues 1) Possession   2) Money owedYou always need to start the delinquency process that ends in eviction the day the tenant is late. 

Attorney has already preformed the ejectment and have a Judgement of possession.
