If you're looking for a part time rental that you could also use for personal stays I would suggest looking towards Ewa Beach, perhaps Iroquois Point, which is reasonably priced and close enough to hospitals in Kapolei to allow for short term rentals to traveling medical professionals.

This seems implausible, this minority would burden the system for things they "want" but don't "need," think of if I am perfectly healthy but walk into a VA hospital on a weekly basis for some optional cosmetic procedure that isn't medically necessary, this burdens the system and isn't fair to other veterans that may have genuine needs that aren't being met because of me, so generally it's safe to assume the VA will try to minimize this activity.

There's likely more people combing through those areas, and you might have a better time in a somewhat slower area.The key, however, is to dive in and do it. 

Look for recession proof industries, which can include things like medical and education.

My wife Erin and I can't do a year, but we always take five weeks at the end of the year (the slower season for Denver real estate) and live elsewhere.

The city has exploded in the past 5 years due to local health system, Carilon expanding hospital and building new Medical school with Virginia Tech which has brought a lot of out of towners here for jobs and school.
