In Georgia I am supposed to review any damages within 3 days of a tenant leaving, prepare an estimate and review it with the former tenant.

@Scott Szurek, Most states have a governing body that does child care assessments to make sure the property is kosher for running a day care.

Definitely get the owner to get the permits if you can, otherwise contact the inspector and ask for an extension on the permit or a review of the last submittal. 

But I will need to review my plan to take equity out to re-invest.

They include document review up to ten pages for free as a part of that program.
