I'm not sure if you can refi a VA loan though if your not living in it because you would have to sign the VA document again that states you intended to make this your primary residence, which is not true since you have renters in it.

If and only if the numbers work out for your current residence, you may consider renting that out to a tenant and then renting a much less expensive place in which to live (closer to work so you can get rid of one car and its related expenses?)

I have called my local bank that I've been doing business with for years and they informed me, they can not finance Single Family Residences owned by corporations.
