The take-away here is that it is hard to be motivated to do any activity when it isn't providing a positive tangible return.  

If it is being sold as-is and they are only entertaining cash offers, it could be because the house is not habitable in which case a bank won't touch it with a mortgage. 

Don't be nervous to call and ask questions, most people are happy to provide clarity so the process can go smoothly.
