If I were a resident I would like the somewhat isolated location of the town but it seems far from many major employers, that is unless your tenant works at one of the many warehouses nearby. 

There are a few new neighborhood developments in my area in good locations close to schools and larger well established neighborhoods.

It depends.If the property that you ended up not buying is both the same asset class (residential/commercial) AND ALSO is in the same geographic area as where you are currently investing, you can write this off as "Expenses for Properties not Purchased".  

I can help you locate properties that fit your criteria (if your profit margins are realistic) but with your budget it's going to take some work.

Not sure where are you located in southeast missouri - there is a REIA group in Springfield and then a bunch in Kansas City and one that meets in Columbia.
