If they do start paying late regularly, a letter from the magistrate's office stating an eviction proceeding has begun should tell them you are serious despite your lackluster late fee.  

The office I'm at is currently working on several apartment developments right now.

I would print my own brochures and do about 100 at a time on brochure paper and then go to Staples or Office Max and use their paper cutter for a nice cut in half.
