Be mindful that there may be additional citations or warnings in the works that are not included in your current list.If a muni agency did the inspections and made these requests then they'll have to be satisfied for habitability.

Both of them work for the same employer, a federal agency that won't even verify that they are employed there unless we go through a lengthy and invasive verification process ourselves.

 I have been using this realtor for a few years on and off and I put a offer in on a house and on the buyer tenant agency contact they slipped in the contract that any "for sale by owner homes and any new construction homes she must appear with me on showing to represent me which I did not find out until after we signed all the paperwork, if not buyer, which would be me, must pay all the brokers fees.Is this common practice to include things like this?

While SFD's are an easy first time investment, I find with buy and hold strategies that my multi-family properties (duplexes, 9 plexes and mobile home parks) far outperform my SFD's over time AND the commercial properties don't count towards the Fannie Mae 10 property maximum that can stop you dead in your tracks when trying to obtain optimal financing terms (lower interest rates, etc).
