If you can show minor cashflow at the beginning of the negotiation then getting the current rents up to market rent is just an added bonus that will get you into the 10 cap mark. 

I bought 11 brand new homes for go zone tax bene's 10 years ago... the value play at the time @Ben Leybovich was 50% bonus depreciation.. so I put 10% down average of 20k per property. and I wrote off 100k per property the same year..

That is to say, you would be forcing yourself to save the money each month by having to pay off the HELOC, if you want to get it paid off in 27 months, and the additional $220.00 per month is a bonus.
