How are responsibilities split-up usually?

The problem is the game of repairs, and the fact that whatever your tenant changes, ultimate responsibility and therefore liability for any repair's failure lies with YOU.

I know I'm not responsible for it, but I'm a bit puzzled by the solution as the hole is large and there needs to be space for two pipes to fit through. 

Also, just an FYI: those properties on auction.com may have liens on the deed so you have to be careful because once you buy the property and it’s under your name, you’re responsible to pay all the liens on that property.

We will only cover one extermination and the tenant is responsible for any others needed.

Technically, the seller's side is responsible if they agree to have those done.
