It actually concerns me a great deal that they specifically mention certain tax-deferred strategies, specifically state that they will not work in deferring taxes during a failed 1031 Exchange, etc. 

For example, the city of Palm Springs has a hard-limit on the number of STR rental permits it allows (and it has a huge "wait list").   

Both strategies you've mentioned could work, depending on your financial goals, risk tolerance, and the current market conditions in Chandler, Arizona.

You could lose a lot more by waiting a year for "the best deal" than by buying on market right now.

If you're sure your place is priced right, then you just gotta be patient and wait.....I know that is tough but you'll be glad you did later.
