If you decide to go this route I think you may want to consider going to a whole bunch of meet ups and finding a few flippers who seem to do good quality work and work with them in a private lending arrangement.

Then YOU hire a licensed, insured, professional contractor to make the improvements so your tenant is safe.I suspect the tenant is renting below market which is why he's willing to put up with a substandard living arrangement.

If Resident does not maintain property to these standards, Property Manager will arrange a contractor to tend to the grounds and Resident(s) will be held responsible for the costs.

I'd recommend you first identify a local acquisitions manager, typically a real estate agent, who can help you arrange to identify, screen, evaluate, and inspect properties while you are out of state.

Would I simply arrange it with my title company to work with a title company near the property?
