Have you considered Turn Key properties? 

A prudent investor doesn't seek quick riches through shortcuts.

I am on the board of CFRI, our local REIA and I know we have dozens of agents and investors that have their license if only to list and buy their own properties, but could recommend some to you. 

I’d recommend confirming the scope of work and checking with the Tennessee Board for Licensing Contractors to determine if a license is needed for your specific project.

As Peter and Jonathan mentioned relying on similar comps and/or local agent knowledge is the key here.

I appreciate the condo board’s efforts as a unit in a predominantly o/o complex is worth more to other o/o buyers, but it has to limit my buyers.
