I totally agree @Bryan Devitt .. definitely not paying sticker price.

@Wayne Brooks @Kim Martin I encountered with a property in TN under foreclosure by the bank and I've been told that for a period of 21 days I, as investor, can not bid on it (fiest dibs goes to people who will gonna use it as primary residence).I guess this may change on case by case scenario.

So for the short term, you need to keep enough funds to protect for any negative cash flow you may encounter up front.  

I can only imagine the sticker shock for people looking from SoCal.As more and more young families catch wind of the far more affordable pastures out here in Phoenix, they'll just keep on coming.

As a landlord in California I have encountered similar instances.

This is what I am encountering, in the current Mortgage Industry.

A non-resident alien investing in the US adds wrinkles to tax compliance not encountered with your plain "vanilla" US citizen or resident alien tax return. 

almost every nice home is above market value in our town. reason being is our sewage pond is to small for the growth we have encountered so there is no building permits for the next year and half roughly. the only option is to buy an already built home or have your own septic system which there isn't a lot of land for sale either. so the market here is very crazy. our realtor also hasnt sold in our town. so im very confused on our situation. thank you for the reply.
