Wanted to know if there are any ethical issues or disclosure requirements we should be aware of.

I got my license for two reasons.  1) Just as @Jeremy Aldridge it gives insight on the entire process of the real estate transactions.  2) By law, having a license holds you to a higher standard in regards to disclosures you have to make which, if you are a shady business person, will hurt your profits.

B/c it is such a great deal for my area, my agent is going to try to get the asking price down from 287k to around 260 or to see if they will pay for the fix ups since they didnt disclose any of the dangerous hazards on the seller disclosure, If the seller isnt willIng, then Im out.

Well, given that whether or not the neighborhood has "noise problems" is one of the questions on the mandated Transfer Disclosure Statement in California, I can't see how stating that it doesn't have them would be a violation.

.- To answer your question directly, have your agent get a copy of the disclosures associated with that listing. - I'm-not-a-lawyer-but-what-I'd-do-in-your-shoes: I'd probably put little surveyor flags up along the property line, effectively letting people viewing that home know.
