The cheapest 3br I can find on Zillow is 1,500$ and rentometer says for my zip code the market rent is $1,8193) I just know he’s been there for 24 years and lives alone, he has two newer cars but I’m not aware of his income situation.

But also, these tenants might inhibit your ability to push rents on the other units, since tenant junk on balconies, or broken down cars in parking lots, etc just paint a bad vibe for the whole property.If it is a "marginal" tenant, I would give them an aggressive increase.

@Bryan Galaz the purpose of a HELOC is to use that money to invest, but you must be disciplined with putting the money back and not spending it on a vacation or expensive car

Sell, pocket $200k in equity, appreciation since they bought it, bank 25% for a new deposit in a year once they repair credit, buy two new second hand cars because they need them, pay off credit card debt, put a little extra to the side for increased rent payments for next 12 months, and reorganize to buy in 12-18 months... now they see the light, a chance to move forward, to not stress, and they're lucky the market increased so much... but if they struggle to keep it, struggle to make payments, then 10 months realize they need to sell, would they have as much equity, maybe, maybe not..
