That's caused by badly sealed or single pain glass & you not wiping it up when that happens.Better to use hydrogen peroxide rather than bleach when cleaning mould.

You can buy all your cleaning products from the dollar store which means you can spend about $6 for: cleanser, sponges (two in a pack), a bucket, windex and bleach (cleansing spray), and toilet bowl cleaner; that pretty much will clean your entire house/apartment for a couple of months!

Your best best for both time and money would be to primer the walls....I would recommend you clean the walls with a bleach mixture (simple wipe down prep)....then skim coat the walls in areas where it is uneven.
