If the lease states utilities need to be in the tenant's name before keys are handed over, then she's in violation of the lease and as she's not paid for March, I'd tell her this is not going to work and follow your attorney's instructions to make sure she doesn't move in.

Also, what is it about an LLC,  should I get one to put this property under, and a different LLC for each future property?
