The tenants left the house in a mess and I had to pay more to make it "make-ready" then I got in deposits.The 2nd tenant is where the real problem came in.

The exceptions where you need to keep the bill in your name are when they are combined between units like your water and also utilities provided by the municipality or municipal authority.

This is also where I have my music studio and office.

It's just a generality, so don't get to hyper focused on where exactly the lines fall, but those are the areas I'd focus on.
