Because you will have some difficulties in the rehab (rehabs always seem to have something that makes for difficulty), and because you will have to invest more time and effort to make it ready for rent - those factors have to be used to justify your discount amount.

Of course, the difficulty could be to buy and resell immediately at a small profit in the current market.
