Several websites you can go to on your own to help you decide if this is the area/property for you: Zillow for broad-stroke comps and what the sale/rental market looks like (how many rentals there are like yours and what they’re renting for), www.city-data.com for demographic data (like number of occupied rentals), and www.harriscountyfemt.org for flood plain data.

As someone who comes from a software/data background, I simply to do not believe that multiple offers "just happen" on homes that have sat for weeks/months AND there was no price drop to trigger interest. 

I’m hoping to hear how others analyze markets, what tools you use, and sites you gather data from.

Unless a vacancy is part of your plan, depending on its location and demand will effect your rental and the rent that will be collected. 

So, I called the bank in reference of the 31% and they want to collect, and have been for several years.
