Also, as Mike mentioned, having $5000 in damage beyond the security deposit is very rare and would constitute police action at that point.

Last night I called the police at 2am, police said they cannot do much on baby crying.

Many police officers are unwilling to get involved in what they perceive to be "strictly civil disputes", which in my opinion is a faulty way of looking at things, but hey, I'm not the prosecutor.       

The document we have from  police doesn't mention cause of death , but there were 2 people present when they arrived.

Have had police called multiple times for them with reports and yes I'm very upset cause I was way too nice and they lied and took advantage of the situation.

It must be painful seeing the police come in and physically remove someone and their belongings, but you are not a charity and you have your own expenses to cover. 

I'd call up the police precinct that serves that particular neighborhood and get their impression.

The police will not assist in any way as they consider landlord/tenant issues a civil matter.

Than the fact that the friend told you upfront what was going on is another plus.I would write down any concerns you have- neighbors, noise, damage, etc. and state that you will allow it if these added rules are followed or the friend has to go- ie- any police calls etc. 

@Cole Schlack  I just can't agree with your train of thought when the city council levies fine its a code enforcement action that will be a lien on the property if not paid.. just like you see in many bigger cities were code enforcement tags houses for waste and wrecked cars etc. its a huge issue in most cities I know our city of PDX for sure.And my daughters mother in law is a code endorsement officer in San Jose they have police powers.
