Lots of questions that make this very complicated if you have to take on the new project you have on your hands.

There are federal laws pertaining to interfering in a foreclosure, putting a tenant in there will complicate things and you'll be in hot water with that tenant.I suggest you stay clear of it unless you can actually buy it.
