Ballpark cost regarding pavement itself (it depends on the design, your unique market, but for parking lots, assuming no big trucks or lots of scholar buses):Compacted subgrade (at 95% compaction modified Proctor): $3/Suqare YardAggregate base course: 6" @ $7/Square YardAsphalt: 3": $14/Square YardPavement markings: $1.0 SF -- this usually runs on the lower $0.5 to 0.75/SF, but your project is so small, companies will charge you more.

@Patrick Henshaw,While I can't speak to the legalities, I can speak to the design / engineering issues.Yes - if the expansion device is capillary tube, overcharging is detrimental to performance.
