Heating oil smells , you can get a good idea just with your nose .Diesel/heating oil does have a distinctive smell, but if a leak occurred sometime in the past and there is no active leak or oil present in the tank, you may not smell anything until you disturb the contaminated soil.  

This often requires bending , stretching and sometimes finding legal ways of breaking rules in place as the result of misguided government interference.You're in some very dangerous territory there.

If I understand correctly their business model is based on a partnership / profit sharing arrangement as distinct from leasing and then subleasing as is the case with WeWork.

As @Dave Foster said, the dangers with the 3rd party (and yes- divorce, meth, and bankruptcy are real dangers) are real, and again it MUST be a real actual 3rd party, not some hoax.
