There could be some security with the hoa in regards to not getting killed with a sewer line or some other outside expense..old tree falling, earthquake damage. 

It needed a paint job on the outside and some gardening work.

I noticed many of the homes there have "names", and usually some kind of plague, or sign outside displaying it to add some charm to the house.  

Do you have an outside spigot?

In my own personal home, the guy just wanted to give me only so much in the outside cable and I told him he needed to leave me enough so that I could bury it.
