It's also possible someone made a mistake and forgot to deal with the City taxes. 

@Paul B. made a great point that anyone can close on something if they overpay.

When I was living in CA an started investing back in 2021, the numbers and landlord laws made sense for me and they still do today.

Ultimately no one has more to gain or lose with the deal than you so you are responsible for all decisions that are made.

As you probably know, water in the basement will start to produce mold in about 24 hours, so your first order of business is to get the basement dry ASAP. 

We made a big mistake trusting them to honor their word and their contracts.
